Monitoring, Evaluation, Accountability and Learning (MEAL) Officer

About the role

World Vision is hiring a Monitoring, Evaluation, Accountability and Learning (MEAL) Officer for its Response operation in the Manzini region. The post establishes and maintains accountability, monitoring, evaluation and learning systems, supports Response projects in designing monitoring frameworks and evaluating interventions, and builds the capacity of staff on these principles. It is a fixed-term local position.

Key responsibilities

• Lead assessments and baseline studies, and contribute technical input to project design documents, proposals and grant budgeting.
• Develop and maintain project monitoring and evaluation systems and plans, oversee them through field visits and indicator tracking, and coordinate mid-term reviews, internal evaluations and external evaluations.
• Build and maintain indicator databases and monitoring tools, and prepare terms of reference, designs and budgets for baselines and evaluations.
• Support data collection, analysis, interpretation and reporting, and review project reports with technical feedback.
• Organise capacity-building for staff and implementers, and ensure projects meet audit and donor compliance requirements.

Required profile

• Bachelor's degree in Statistics, Mathematics, Project Management or a related discipline.
• At least two years' experience in a refugee, relief or development organisation, preferably in monitoring and evaluation.
• Fluency in English and SiSwati.
• Strong report writing, interpersonal and communication skills, attention to detail and commitment to data quality.

Required skills

• Designing and implementing monitoring and evaluation systems, including qualitative and quantitative approaches.
• Data management and analysis using Excel and related applications.
• Ability to organise and facilitate capacity-building initiatives.
• Preferred: SPSS, Epi Info, ODK, SMAP, knowledge of HAP and SPHERE standards.
